The New York State Court of Appeals ruled that the state, and developer Bruce Ratner, are allowed to use eminent domain to develop the Atlantic Yards site in Brooklyn. This is the most recent legal victory for Mr. Ratner, who has faced many legal obstacles in his quest to build the $4.9 billion project.
